Join the Minnesota Department of Health's Staffing team as we bring a more innovative approach, grounded in customer experience, business partnership and creative solutions from the Human Resource Management division's commitment to supporting the agency.

We are a collaborative team who value a relationship-driven approach by actively partnering with hiring managers, human resources team members, and other stakeholders to recruit and retain a workforce dedicated to MDH's mission - Protecting, maintaining, and improving the health of all Minnesotans.

Critical to this role is having the communication skills and professional sophistication to develop and facilitate trusted management partnerships and the ability to proactively seek opportunities to stay informed of division and program workforce needs with division directors, managers, and supervisors.

Working as a Strategic Staffing Partner within our staffing team, you will:
  • Deliver HRM Staffing support professionally and efficiently, working from a place of customer service, providing solutions, and prioritizing equity.
  • Provide a wide range of staffing related responsibilities, including facilitating the vacancy filling process from job allocation, recruitment, and selection through the pre-onboarding stage of hiring.
  • Support large divisions or niche areas of the agency with complex needs requiring experienced staffing partnership, working closely with senior leaders.
  • Act as an agency expert in the vacancy-filling process to ensure that state jobs are legally filled with qualified candidates using selection best practices that maintain statutory compliance.
  • Provide staffing services to the agency by working in partnership with agency HR staff, Minnesota Management and Budget, and other agency divisions/work units to classify and fill jobs.
  • Develop and maintain foundational relationships with contacts in labor unions, management, community organizations, diversity organizations, schools/higher education institutions, and other groups.

This posting will be used to fill multiple positions, as we continue to grow a best-in-class human resources team. The vacancy is being announced at three different job classification levels: Human Resources Specialist 1, Human Resources Specialist 2 and Human Resources Specialist 3. Multiple positions will be filled, and the final job classification of the position will be determined based on the selected candidate's qualifications.

This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location.

Minimum Qualifications

At the Human Resources Specialist 3 level:

Three (3) years of related professional human resources experience performing at least three (3) of the areas outlined below with the ability to be trained in the remaining areas:
  • Full life cycle recruitment experience using strategic talent acquisition methods including:
    • Advising management through the administration of the vacancy filling process.
    • Establishing minimum qualifications
    • Developing and recommending job posting, assessment and selection criteria.
    • Developing recruiting plans using contemporary methods and strategic approach.
  • Job analysis/evaluation.
  • Analyzing and recommending compensation.
  • Writing position descriptions.
  • Developing interview questions and/or participating as a human resources interview panelist.
  • Interpreting and advising on current employment laws, regulations, policies, and contracts related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.


At the Human Resources Specialist 2 level:

Two (2) years of related professional human resources experience performing at least three (3) of the areas outlined below with the ability to be trained in the remaining areas:
  • Full related professional human resources experience performing at least three (3) of the areas outlined below with the ability to be trained in the remaining areas:
    • Advising management through the administration of the vacancy filling process.
    • Establishing minimum qualifications
    • Developing and recommending job posting, assessment and selection criteria.

  • Master's degree = 18 months
  • Bachelor's degree = One year (12 months)
  • Associate degree = 6 months

At all levels:

Minimum qualifications to be further assessed during the interview process:
  • Ability to provide a customer-centric and solution -focused approach to human resources management partnerships.
  • Depth of experience with full life cycle hiring and external recruitment methods.
  • Baseline job evaluation experience combined with willingness and ability to expand and refine job audit and classification expertise.
  • Critical thinking, strategic planning, and communication skills sufficient to research, analyze and evaluate complex information, independently make sound decisions, resolve conflicts, and provide management consultation on a variety of human resources issues.
  • Inclination towards change management, process improvement, and continuous improvement.
Preferred Qualifications

At all levels:
  • Experience conducting job audit and classification determinations within the state of MN HR system.
  • Experience with a job evaluation system such as the Hay method.
  • Experience with the State of MN's HRIS system (SEMA4) and Applicant Tracking system (Recruiting Solutions).
  • Experience working in a collective bargaining unit environment.
